Once the meeting commenced, the UML lawmakers left their seats and headed towards the rostrum to picket it. Amidst the obstructions, Speaker Agni Prasad Sapkota granted permission to Finance Minister Janardan Sharma to introduce a proposal to seek considerations over the ‘Appropriation Bill, 2078 BS’. The meeting held the theoretical discussions over the Bill before endorsing the proposal. Only Prem Suwal, the lawmaker from the Nepal Workers and Peasants’ Party took part in the theoretical discussion. Minister Sharma gave replies to queries raised during the discussions and the proposal was passed. The UML lawmakers continued protest during the functioning of the session. It may be noted that the UML has been disrupting the House since the beginning demanding that 14 lawmakers facing action from the party should be prohibited to enter the parliament. The ninth session of the Lower House had kicked off on September 8. Speaker Sapkota on Monday orgaised an all-party (those in the HoR) meeting on Monday in a bid to patch up the issue, but the meeting inconclusively as the UML did not turn up in it.
