KATHMANDU: The work of the chairmen of the ruling Nepal Communist Party (NCP), KP Sharma Oli and Pushpa Kamal Dahal, Prachanda, has been divided. Both the chairmen have clarified the division of labor by issuing an inter-party directive.
The NCP views that failure to implement the two-party system in the party has led to mistrust and contradictions at the top leadership level.
“Shortly after one problem has been solved, another problem has taken a new form and level. This situation is having a negative impact on the work of the party and the government as a whole. The issue should be resolved on the basis of mutual trust and consensus, clarifying the existing ambiguity in the legal system,” states the inter-party directive issued by the two chairmen.
Similarly, in consultation with the two chairmen, the Secretary General has agreed to prepare an agenda for the Secretariat, Standing Committee, Politburo and Central Committee and convene a meeting.
“Chairman Comrade KP Sharma Oli will lead the government under the responsibility of the Prime Minister during this tenure of the House of Representatives and will focus on the work of the government,” the directive said. “Chairman Comrade Pushpa Kamal Dahal ‘Prachanda’ will focus on the conduct of party meetings with executive powers, implementation of decisions and responsibility for the overall party work. The two chairmen will coordinate to advance the mutual relations between the party and the government in an institutional manner, adopt and strengthen the institutional system of collective leadership and individual responsibility.”
To complete remaining work of party unity
It has been two years since the parties’ unification but some of the tasks of unity are yet to be completed. The NCp has not been able to renew its membership, hold state and local committee conventions and hold national general conventions even after a long period.
Chairmen Oli and Prachanda have acknowledged that the occasional misunderstanding between the major leaders and the lack of consensus on organizational issues of integration and problems such as the Covid-19 pandemic have led to unexpected delays in the integration process.
The NCp Central Secretariat has decided to complete the remaining work of unification within the month of October on the basis of party constitution, rules and regulations and prescribed criteria. Similarly, organizational integration of Central Commissions, Central Advisory Council, Senior Communist Forum, Politburo, Central Departments, Provincial, Liaison Committees and local level committees, community organizations and migration sectors as well as integration of assets and records will be completed.
“In the process of integration, standards have been violated in some places and complaints and grievances have been received on other issues including discipline.” It has been mentioned in the inter-party directive that “the responsibility of resolving such problems will be given to the Central Organization Department on the basis of provisions of the party constitution and rules and set criteria within the coming September.”
Similarly, the NCP has said that the government will focus on issues such as controlling corruption and guaranteeing good governance, ending all forms of discrimination, inequality, development, prosperity and ensuring social justice.
“To conclude as soon as possible the investigation process initiated by the government itself regarding corruption and irregularities. To make public the facts of public interests and concern,” the directive said, “to take strict legal action against the culprits in accordance with the principle of zero tolerance towards corruption and irregularities and to control corruption and maintain good governance. To cut inappropriate administrative expenses and to adopt a policy of austerity.”
The NCP is going to make the party’s propaganda mechanism efficient and effective. Under the direction of the two chairmen, it has been mentioned to control the tendency of the media to spread unauthorized, sponsored and factless news against the party’s interests.
“To control the tendency of disseminating unauthorized, sponsored and factless news against the interests of the party and to hold such characters accountable. Control the chaotic and undisciplined actions of party leaders and cadres that have appeared on websites and other digital platforms,” the directive read.
Similarly, the NCP has decided to implement 33 percent participation of women officers in the party committees at all levels through the forums of general conventions and other conventions.
The NCP is determined to resolve the border dispute with India through dialogue and discussion and to move forward resolutely to establish all kinds of administrative and political rights in Nepal, including administrative and political rights.
“The whole party will stand firm in the next steps to be taken by the government in this regard. The Nepalese people are in favor of a smooth, problem-free and trustworthy Nepal-India relationship based on the principles of the Panchsheel, sovereign equality, mutual respect and mutual benefit,” the party said.
“The Nepal Communist Party reiterates its call on neighboring India to respect historical facts, accept the fact that all territories east of Kali (Mahakali) belong to Nepal as per the Sugauli Treaty and respect Nepal’s geographical integrity.”
To pass MCC with modification
The two chairmen have agreed to continue modifying the US Millennium Challenge Corporation (MCC) to suit the national interest.
The task force has already submitted its report. The Standing Committee and the Secretariat will discuss the Millennium Challenge Compact Agreement and the report of the related task force, the directive states.
To complete the remaining work of the peace process
The NCP has expressed its determination to complete the remaining work of the peace process. In the directive prepared by both the chairmen, it has been agreed to provide necessary resources to the Commission for Investigation of Disappeared Persons and the Truth and Reconciliation Commission.
“Arrangements will be made for the treatment of war veterans who have been injured and maimed during armed and peaceful movements.”
“To provide livelihood for the disabled and injured,” the directive said, “to amend the Verification and Reconciliation Commission Act of Disappeared Persons Act to facilitate expeditious completion of the remaining tasks of the peace process and to set up the necessary structure with experts. To facilitate this task, a political mechanism comprising representatives of major political parties will be formed.”
