He is alleged of making unauthorized access to the system of Public Procurement Monitoring Office and altering details of various tenders. A squad from the Central Investigation Bureau (CIB) of Nepal Police apprehended leader Pandey, also a prominent construction entrepreneur, according to CIB Spokesperson Senior Superintendent of Police, Shiva Kumar Shrestha. Similarly, proprietor of Bhishan Construction, Tanka Kumar Shrestha, was arrested on the same charge. Earlier, they had faced a case under the Electronic Transactions Act-2008 at the Cyber Bureau, Bhotahiti on the basis of a complaint alleging unlawful changes of tender details before the disclosure of financial bids of the Public Procurement Monitoring Office. He is also being further investigated under the Organised Crime Prevention Act. Police have so far arrested nine suspected persons in the case, and they are being interrogated.
