Beijing [China], October 21 – China has set an average annual growth target of around 10 percent for its advertising industry from 2026 to 2030 under a new development plan for the 15th Five-Year Plan period.
The plan jointly issued by the State Administration for Market Regulation and six other authorities aims to improve the quality of advertising businesses, increase investment in research and creativity and strengthen digital and artificial intelligence capabilities.
It also seeks to expand advertising’s role in boosting domestic consumption, supporting industrial upgrading and promoting Chinese brands internationally.
The plan calls for stronger cooperation among advertising companies of different sizes, improved regional coordination and further refinement of advertising laws and regulations.
However it acknowledges challenges including weak domestic demand, limited innovation, insufficient originality and uneven regional development which have placed pressure on small and medium-sized advertising firms.
To address these issues the government plans to promote digital transformation, develop talent, strengthen market players and encourage innovation in advertising technologies, content and business models.
During the 14th Five-Year Plan period (2021-2025) advertising revenue from public institutions and major enterprises exceeded 2 trillion yuan (about US$297.62 billion) doubling from the previous five-year period.
Internet advertising accounted for 89.1 percent of total advertising revenue across all media.
