The NCP also decided to issue a whip to its party members to vote in favour of the proposal registered on Friday, according to chief whip Bhumiswar Dhakal.<\/p>\n<p style=\"text-align: justify;\">The government registered a proposal naming the state as Lumbini and Deukhuri of Dang as its permanent capital. The proposal was registered at the State Assembly\u2019s meeting on Friday by Minister for Internal Affairs and Law Kul Prasad KC.<\/p>\n<p style=\"text-align: justify;\">Meanwhile, 14 members of the NCP parliamentary party from Rupandehi, Kapilvastu and Palpa registered a note of dissent on the party&#8217;s proposal, according to state assembly member Bhoj Prasad Shrestha.
