Kathmandu – In a landmark shift in Nepal\u2019s diplomatic practice, the Ministry of Foreign Affairs on Thursday introduced a comprehensive framework governing ambassadorial appointments.<\/p>\n\n\n\n
The framework sets out stricter eligibility conditions, professional benchmarks and ethical restrictions in a significant attempt to streamline a process long criticised for political influence.<\/p>\n\n\n\n
In a newly issued Terms of Reference (ToR) for the post of Ambassador of Nepal, the ministry has for the first time formally opened the positions to public applications while laying down detailed requirements on education, experience, conduct and conflict of interest.<\/p>\n\n\n\n
The move comes against the backdrop of repeated controversy over ambassadorial nominations in Nepal where appointments have often been accused of being politically negotiated rather than merit-based with concerns over limited diplomatic expertise among some appointees.<\/p>\n\n\n\n
Officials say the new framework is intended to make the selection process more structured and transparent though it stops short of removing final political discretion.<\/p>\n\n\n\n
Under the criteria, applicants must be Nepali citizens aged 35 or above and hold at least a bachelor\u2019s degree. Experience in diplomacy, international relations or foreign policy is mandatory while advanced degrees in related disciplines are listed as preferred qualifications.<\/p>\n\n\n\n
The document places particular emphasis on professional credibility and integrity. <\/p>\n\n\n\n
Applicants must not hold residency rights or immigration benefits in any foreign country, must have no convictions involving corruption or moral turpitude and must not be employed in foreign-funded non-governmental organisations.<\/p>\n\n\n\n
Individuals with any conflict of interest linked to the proposed country of posting are also barred from applying alongside those listed on national or international blacklists.<\/p>\n\n\n\n
The ministry has further tightened post-service restrictions requiring a 10-year cooling-off period for individuals who have previously held salaried positions under foreign governments.<\/p>\n\n\n\n
Apart from qualifications, the ToR redefines the role of ambassadors as more than diplomatic representatives.<\/p>\n\n\n\n
They are expected to actively advance Nepal\u2019s economic diplomacy by promoting trade, tourism, foreign investment and development cooperation while also strengthening engagement with the Nepali diaspora.<\/p>\n\n\n\n
Ambassadors will also be responsible for safeguarding the rights and welfare of Nepali citizens abroad particularly migrant workers facing legal, labour or emergency-related challenges and coordinating closely with host governments on consular and migration issues.<\/p>\n\n\n\n
The framework also highlights expectations in reporting and analysis requiring ambassadors to monitor and assess political, economic and strategic developments in host countries and represent Nepal in bilateral and multilateral negotiations.<\/p>\n\n\n\n
They are further tasked with projecting Nepal\u2019s positions on global issues such as climate change, sustainable development and human rights across international platforms.<\/p>\n\n\n\n
The appointment process will follow an eight-stage mechanism, beginning with applications and initial screening by the Foreign Ministry, followed by shortlisting based on merit, cabinet-level recommendation, parliamentary hearings and final appointment by the President.<\/p>\n\n\n\n
Traditionally, ambassadorial posts in Nepal have been divided between political appointees and career diplomats from the foreign service, a system that has repeatedly drawn criticism for lack of transparency and perceived political favouritism.<\/p>\n\n\n\n
The introduction of an open application process marks a notable departure from that practice even as the government retains full authority over final appointments.<\/p>\n\n\n\n
The ToR explicitly states that inclusion in the shortlist does not guarantee appointment and that the government reserves the right to modify, cancel or extend the process at any stage without providing reasons.<\/p>\n\n\n\n
It also warns that any attempt to influence the process through lobbying or political pressure will result in disqualification.<\/p>\n\n\n\n
