It aims to ensure budget and programmes are implemented on time, resources are used efficiently and development projects are regularly monitored.<\/p>\n\n\n\n<p>Under the directive, government agencies have been asked to update approved programmes and budgets in the ministry&#8217;s budget information system, prepare procurement and annual action plans at the start of the fiscal year and address problems in project implementation without delay.<\/p>\n\n\n\n<p>The guideline also instructs agencies to curb unnecessary spending, ensure public procurement is competitive, transparent and timely and make payments for development projects based on performance.<\/p>\n\n\n\n<p>The Finance Ministry has directed government bodies to strengthen revenue collection, reinforce internal control systems, protect and effectively use public property and maintain financial discipline.
