Kathmandu [Nepal], July 25 – The governments of Nepal and South Korea on Friday signed two grant agreements worth USD 11.8 million to support agricultural value chains and improve public access to legal information services.<\/p>\n\n\n\n
The Memorandums of Understanding were signed at Nepal’s Ministry of Finance by Finance Secretary Ghanshyam Upadhyaya and South Korean Ambassador Taeyoung Park.<\/p>\n\n\n\n
The larger of the two projects, the “Value Chain Development for Fruits and Vegetables Project, Phase II in Nepal”, will receive USD 10 million in grant assistance and will be implemented between 2025 and 2031. The project aims to strengthen agricultural value chains and increase the incomes of smallholder farmers in six districts of Lumbini Province: Banke, Dang, Kapilvastu, Rupandehi, Palpa and Gulmi.<\/p>\n\n\n\n
The initiative will be implemented by the Korea International Cooperation Agency (KOICA) in partnership with Nepal’s Ministry of Agriculture, Forests and Environment, the provincial ministry, and the Directorate of Agriculture Development. The second phase will focus on improving support systems for farmers, promoting market demand-based production and introducing post-harvest technologies.<\/p>\n\n\n\n
The second agreement, worth USD 1.8 million, will fund the “Project for Establishing Nepal Law Information Pilot System”. The project aims to create a centralised digital platform for managing and accessing Nepal’s legislative records.<\/p>\n\n\n\n
The initiative will be implemented in partnership with Nepal’s Ministry of Law, Justice and Parliamentary Affairs, the Republic of Korea’s Ministry of Government Legislation, and the Korea Law Information Service. It will support business process improvements, database development, IT infrastructure and capacity building to enable long-term operation of the system by Nepali authorities.<\/p>\n\n\n\n
Speaking at the signing ceremony, Finance Secretary Upadhyaya thanked South Korea for its continued development assistance, saying the country’s cooperation has supported Nepal’s national development priorities.<\/p>\n\n\n\n
Ambassador Park said the projects represent a transfer of Korean expertise, with Korean specialists expected to work alongside Nepali counterparts through KOICA. He said the initiatives reflected the longstanding partnership between the two countries and their shared commitment to Nepal’s sustainable development.<\/p>\n\n\n\n
KOICA Country Director Mooheon Kong said the second phase of the agriculture project would build on existing cooperation in Lumbini Province and contribute to sustainable income growth for smallholder farmers. He added that the law information system would improve public access to legal information and strengthen the institutional foundation for digital legal services.<\/p>\n\n\n\n
South Korea, through KOICA, has supported Nepal’s development since 1991 across sectors including health, education, agriculture, vocational training, rural development and digital transformation. According to KOICA, it has provided approximately USD 235 million in assistance to Nepal to date.<\/p>\n\n\n\n
