‘Entrust local governments to issue citizenship identity card’


KATHMANDU – Speakers at a programme here today spoke of the need for the federal government to entrust local governments with the responsibility to issue citizenship identity card.

If the local governments were tasked to issue citizenship identity card for eligible Nepalis, the recipients would obtain such an important document without having bureaucratic hurdles and delays, they opined.

At a social audit of the Forum for Women, Law and Development (FWLD|) for 2020, Kathmandu Metropolitan City-11 Chairman Hiralal Tandukar said that the service-seekers are facing several hassles in obtaining citizenship card when the District Administration Offices were not issuing the ID card on the basis of the recommendation from wards.

Tandukar viewed that the capacity should be enhanced for the ward offices to issue citizenship card to eligible Nepali resident of the espective wards for effective public service delivery.

Similarly, KMC’s Chief of Department of Social Development Deepak Adhikari said that it was high time the State should work sensitively on the issues of gender-based violence. He said that organizations like FWLD should be mobilized for capacity enhancement of the Quasi-Judicial Committees in the local units.

Likewise, National Women Commission Under-Secretary Laxmi Parajuli said that all the NGOs should conduct social audit since it would help them ensure transparency. Currently, the Commission was studying the women rights related provision in the civil code and criminal code, said Parajuli.
