Home Ministry issues nine-point directive for administrative reforms


KATHMANDU – The Ministry of Home Affairs has issued a nine-point directive urging District Administration Offices (DAOs) across the country to implement a “one-door service system.”

The directive aims to make service delivery from both District Administration Offices and Area Administration Offices more effective and efficient.

According to a circular issued by the Ministry, administrative offices must arrange to implement the one-door service system within the current fiscal year using existing budget. They have also been instructed to propose minimum required budgets for additional reform initiatives in the upcoming fiscal year.

The Ministry has reminded Chief District Officers of their key responsibilities, including maintaining law and order, protecting citizens’ lives, property, and freedoms, ensuring effective public service delivery, strengthening good governance, and managing development activities as government representatives.

The circular mandates the DAOs to focus on quality improvement, good governance, corruption prevention, and building public trust, in line with the good governance action plan endorsed by the Council of Ministers on March 27.

Similarly, the directive issued at the secretary level urges the DAOs to expand measures such as token systems, public hearings, online recommendations for new citizenship, and free help desks. It also calls for promoting innovative and creative approaches to improve convenience for service seekers.
